We advance our mission by building the will, capacity, and constituencies for governments and communities to jointly implement transformative participatory budgeting (PB). We believe PB should be for everyone. But making PB universal means ensuring those with the least access to government decisions making and the most at stake in a more participatory future can participate in the process. That's why our theory of change focuses on youth, and particularly youth of color, to usher in the day when all Oregonians know and can exercise their power through participatory budgeting in their communities.​
